In his speech Before the UN General Assembly, Armenian Prime Minister Nikol Pashinyan accused Azerbaijan of “unspeakable atrocities.” He was referring to documented war crimes during Azerbaijan's attack on Armenia on September 13th:
There are evidences of cases of torture, mutilation of captured or already dead servicemen, numerous instances of extra-judicial killings and ill treatment of Armenian prisoners of war, as well as humiliating treatment of the bodies.

Such atrocities are undoubtedly the direct result of the hatred of Armenians that has been stoked by the political leadership in Azerbaijan for decades, Pashinyan said. They are also a direct, irrefutable attack on Armenia's sovereignty.
The Azerbaijani armed forces shelled 36 residential areas and communities, including towns of Goris, Jermuk, Vardenis, Kapan, Geghamasar deep within the sovereign territory of Armenia. This was not a border clash. It was a direct, undeniable attack against the sovereignty and the territorial integrity of Armenia

Civilian infrastructure has been destroyed, including schools and a hospital. At least 207 people are dead or missing in Armenia, including several civilians. 7.600 people have been forced to flee, including over 1.000 children.
Pashinyan called on Azerbaijan's President Ilham Aliyev to show a map of Armenia's borders, which he was willing to recognize.
I'm posing an official and public question to the Azerbaijani president. Could you show the map of Armenia, that you recognize or are ready to recognize as the Republic of Armenia?

Contrary to public peace rhetoric, his country even described the Armenian capital Yerevan as part of Azerbaijan. Pashinyan also indirectly criticized Russia, Armenia's supposed protector. The Russian-dominated CSTO security alliance had failed to defend Armenia against the attack despite an official request for assistance.
Another factor for further escalation can be inappropriate reaction to this situation by the regional security organizations, which raised very hard questions among Armenian society.

Pashinyan criticized Azerbaijan for blocking the work of the UNHCR and UNESCO in Nagorno-Karabakh. He called for an international monitoring mission for the Armenian-Azerbaijani border and pointed to the proposal already made by Nancy Pelosi during her visit to Armenia emphasized the importance of the conflict in the global struggle between autocracy and democracy:
It is very important to state that the target of Azerbaijani attacks isn't only the integrity, sovereignty and territory of Armenia, but democracy of Armenia too. Despite the expectation of some forces Armenia remained democratic after devastating war of 2020, using the tool of free fair and democratic elections as a way out from internal political crisis. International community unanimously recognized and praised this fact.
The Armenian democracy is struggling in an atmosphere, when Azerbaijan is using force every day, to impose its plans unilaterally, to bring to the end the Armenian statehood, independence and democracy. But I'm here to announce that we are determined to defend our democracy, independence, sovereignty and territorial integrity by all means.
